Telemedicine cheaper rehabilitation for older people.

Telemedicine cheaper rehabilitation for people over.

Desarrollan Habilis, an integrated platform that will offer tele-rehabilitación patients, without having to leave their home environment and under supervision.

Spain, 2011-September Improving clinical care received by patients facing serious situations, such as acquired brain injury or chronic pathologies, generates new socio-health challenges in the field of Bioengineering and telemedicine.

Under the programme of the European Commission ICT, researchers of the < http: www.upm.es>Universidad Polytechnic of Madrid, in collaboration with a European Consortium, have developed the project CLEAR (Clinical Leading Environment for the Assessment of rehabilitation protocols in home care) to establish and evaluate new services tele-rehabilitación in four countries of the EU MemberSpain, Italy, Netherlands and Poland. The objective of the study is the setting up of the European platform of tele-rehabilitación Habilis, to help the standardisation of e-health and rehabilitation, in the European Union.

“ This platform will be integrated into hospitals, with information systems which has the health centre, both technological and clinically ”, explains Enrique j. Gómez, Professor of the ETSI Telecomunicación UPM project team coordinator. From a clinical point of view, physiotherapists and neuropsychlogists will offer these specialized services within your clinical routine, so that the platform “ will help both the patient and medical personnel to perform these services tele-rehabilitación ”, added Gómez.

Rehabilitation in the home of the patient environment

Habilis platform will help the therapist by advertising the procedures of rehabilitation that has to make the patient at home, once it has executed some of them own hospital. This, says Professor of UPM, will require a remote monitoring of patients, enabling a synchronous communication, through low-cost technologies, such as video conferencing services, “ for example, in the case of a cognitive rehabilitationa neuro-psychologist may serve a greater number of patients in a more eco-friendly environment and reduce the current cost of health systems ”.

Through the platform, in accordance with the improvement of the patient, you can plan a new therapy or modify any aspect to optimize. To develop the project, has created a management and collaborative content portal based on web technologies 2.0 and interface design focused on the user, under criteria of usability.

CLEAR aims to establish an e-health service innovator, based on the development of protocols for chronic disease and rehabilitation therapies. This is intended to improve the quality of life of patients, reducing the need to go to health centres and improving the effectiveness and utilization of the resources of the health centres, increasingly more limited.

Sustainable technologies for older people

To demonstrate the usefulness of these sustainable technological solutions, tele-rehabilitación services will be evaluated by a group of more than 1000 patients. Its advantages and innovations will benefit older people divided into three main groups of patients: those who have suffered a brain-vascular incident, known as the stroke, that must be a process of cognitive and functional rehabilitation beyond specialized Centre, once the acute phase has passed. The second group together patients with chronic complications, such as asthma or chronic obstructive pulmonary disease. Finally, the third group consists of those patients who have has practiced surgery for a hip or knee prosthesis implantation.

UPM has coordinated the technical part of CLEAR in collaboration with the Italian company sign Motus, leader of the project. This Spanish University has played three fundamental tasks: development of own Habilis platform, user interface design and the module of interoperability to facilitate integration into the platform for other modules of rehabilitation, as well as with existing hospital information systems.

According to stresses César Cáceres, technical responsible of the project within the Bioengineering and telemedicine of the ETSI Telecomunicación UPM group, will be possible, for example, “ integrate the PREVIRNEC system of cognitive rehabilitation of Institut Guttmann, one of the partners in this project, the platform Habilis, so that from this it can also communicate with the patient’s medical history ”.

Habilis Europe

In addition, CLEAR create Habilis Europe Consortium, its commercial exploitation and expansion to other European countries. In this way, there will be a Spain Habilis, Habilis Holland or Habilis Italy. All of them will be coordinated by Habilis Europe, with the aim of improving rehabilitation services currently offered to present a clear limitation in establishing treatment over the health centre.

With a budget of more than five million euros and coordinated by the Italian company sign Motus s.r.l., the project is comprised of 13 entities from four States members (Italy, Spain, Netherlands and Poland). Among them, in addition to the UPM are the Fundació Privada Institut of Neurorehabilitació Guttmann (Spain), the Roessingh Research and Development Centre (Netherlands), the Medical University of Warsaw (Poland), and the Institute Superiore di Sanitá (Italy).

COCEMFE regrets the reduction of the social works of savings banks.

COCEMFE regrets the reduction of social boxes works savings.

– the funds allocated to the social works of the savings banks have been reduced to half

-Is a new blow to organizations of disability to be added to the cuts and delays in grants and aid

-dividends for new investors will worsen the situation to further reduce the benefit of the boxes

Madrid, 2011-September the Spanish Confederation of people with physical disability and organic (COCEMFE) has expressed its concern with the dramatic cut in the allocation of savings to social work experienced in recent years.

In the past three years the funds allocated to the social works of the savings banks have been reduced to less than half, from a budget of € 1,604 million in 2008 to 875 million in 2010.

“ To cuts and delays in grants and other AIDS which are experiencing many associations of disability at the moment, there will be added to one dramatic decline in one of the ways of financing of the sector: savings ”, says Mario Garcia, President of COCEMFE.

This decrease in the budget allocated in 2011 and later to social work exercises will be a blow to many organizations that receive substantial funding to develop its programmes of care, centres, services, organization of activities of savings banks, etc.

The savings banks have a legal obligation to reinvest part of their profits in social work. According to Mario García, “ the problem is that the negative effect of the economic situation has continuously reduced its profit, and with the new regulation of the savings banks will continue to decline because in addition to allocate a part reserves and to pay taxes from societies, boxes will also have to pay dividends to investors new ”.

The Spanish Confederation of people with physical disability and organic (COCEMFE) is a non-governmental non-profit that was founded in 1980. It aims to unite, strengthen and form coordination efforts and activities of entities working in favour of persons with disabilities physical and organic to defend their rights and improve their quality of life. The entity brings together more than 1,600 organizations divided into regional confederations, State institutions and provincial federations which in turn, bring together different associations premises.

Astronauts prepared the ISS if they have to leave in November

Washington, 6 sep (EFE).-the American space station astronauts have begun some tasks to leave station space international (EEI) in the best conditions in the event that in November have to leave.

U.S. astronauts Mike Fossum and Ron Garan, two of the six members of the current permanent crew of the space complex, indicated in a meeting with the press broadcast by NASA that is still too early but “there is much work to do”.

Ground staff working on contingency plans that the station had to operate without crew time, once the failure of a Russian rocket similar to driving the spacecraft Soyuz – which are staff – relay has been forced to stop the releases.

The astronauts do not yet have specific instructions but have chosen to advance work with small preparations, as recording on video some of their tasks to update and train quickly the crew to launch the ISS.

“Teams in Houston are in the preliminary stages of deciding everything, from what ventilation are going to leave running, what lights are going to leave on, under what conditions will be each experiment, each tank, each valve, each hatch, there is much to do”, said the veteran Fossum.

The past August 24 unmanned space freighter crashed shortly after its release due to a failure of the booster rocket, Soyuz-U, the same spacecraft Soyuz, the only ones with which the crew replacements can be used since the United States.UU. withdrew its space. ferries

The Russian Agency Roscosmos temporarily suspended missions had planned to find the cause of the problem in this model of rocket, which failed for the first time after 30 years in the service of the Russian space agency.

It was intended that three of the six crew of the ISS – the Russians Andrey Borisenko and Alexander Samokutyaev, as well as Garan-, back September 8 in one of the two ships Soyuz coupled to the station, but his return has been postponed until the middle of month that the station can operate at maximum performance.

Before the return of Fossum, Russian Sergei Volkov and Japanese Satoshi Furukawa, scheduled for November 16, scheduled for release on September 22, another ship Russian with the three crew of replacement of the first group, which has also been postponed.

The problem would be that if the Russians did not managed to determine the cause that led to the failure in the rocket the six would have to return to earth before that reach their replacements, since coupled to the ISS Soyuz spacecraft have also established a time life orbital security for six months.

Fossum pointed out that even NASA is working with many hypotheses, but acknowledged that the margin of time is not much and the cause “after hundreds of launches successfully” is not the task easy.

“A brief pause is not a big problem,” said Fossum, who noted, however, that longer is likely without crew there arises a problem. The danger would be that it was something that required human presence and continue without crew.

Such problems would, for example, if it fails – as happened last year–a bomb of the cooling system of the station, which could make more vulnerable ISS to other failures.

The astronauts were quiet and highlighted the work of the ISS, a project of $ 100 billion in which they work 16 countries, which hosts hundreds of experiments of science, medicine, engineering and materials that give returns in the land.

“The money will be returned multiplied to Earth”, said Garan, who emphasized that the ISS is a “good overall” that must be maintained.

“The ISS is a place that we should be proud,” stressed Fossum, who said: “If we have to close it for a while, the leave the best possible way so that the next crew come only have to turn on the lights and put back to work”. EFE

Mexico and China agree that APEC should deal with environmental

Beijing, 7 sep (EFE).-the Minister of environment of Mexico, Juan Rafael Elvira, today told Efe that he agrees with the position of the Chinese President, Hu Jintao, that APEC should not only undertake economic cooperation issues, but also conserve natural resources which are vital for all countries.

“Caring for trees fights poverty, creates green jobs, reduces migration, improves rate of surrounding communities, gives opportunities for development, allows to develop another type of micro-entrepreneurs who take care of the forests and exploit them sustainably,” said Elvira.

Minister participated yesterday and today at the first meeting of the Forum of Pacific Asia economic cooperation (APEC) held in Beijing on forestry sustainable development in the region Asia Pacific.

The owner of the Ministry of environment and natural resources Mexican believes that his country had many things to learn from China on environmental issues and that both countries are working for the integration of a memorandum of understanding expected to be soon.

“Our goal is that in the next 10 years, including this one, can reverse the rate of deforestation to zero, and want to work with China not only the topic of reforestation and conservation of forests, but also of sustainable forest production,” said Elvira.

In 2007, the leaders of APEC countries established the objective of increasing the region’s total forest area by the year 2020 at 20 million hectares

Currently Mexico has as its major instruments for combating deforestation programme “Pro-árbol”, which includes reforestation, the restoration and conservation of forests; the Decree of protected natural areas and other policies to develop areas intended for the conservation of the living wild.

On this last issue, the Minister explained that his country has developed programs as pay to the owners of trees to make maintain them vigorous and healthy, or as a return to its original condition of forest ranches were agricultural or livestock but which did not do a good development.

Through Pro-árbol, Mexico this developing more than four million hectares of forests in a sustainable way; at the time that China, first forest planter in the world, handles 61 million hectares.

After the meeting on climate change for the United Nations Organization (UN) in Cancun at the end of last November, Mexico has received around 70 million dollars to benefit environmental.

The current APEC environment ministerial meeting is the first of its kind, co-patrocinada by China and Mexico and coincides with the celebration of the international year of Forests 2011.

The 21 APEC countries have 53 percent of the world’s forests, 60 percent of the production of forest products and 80 percent of trade in these products.

21 Member countries of APEC (Australia, Brunei, Canada, Indonesia, Japan, Korea South, New Zealand, Philippines, Singapore, Thailand, USA, Taiwan, Hong Kong, China, Mexico, Papua New Guinea, Chile, Peru, Russia and Viet Nam) are responsible for half of world trade and the 60 per cent of the gross domestic product (GDP) worldwide.
