Virginia Court rejects appeals against U.S. health reform bill

Washington, 8 sep (EFE).-A federal court of appeals in Virginia today rejected two petitions against the law of the United States health system reform.UU., but not commented on the validity of the legislation

The Court of appeals for the fourth Federal District ruled that the State of Virginia has no right to question the mandate of the Act, that requires all persons in United States to acquire a certain doctor.

The Court also noted that Liberty University, a conservative institution which had submitted another complaint, can not question the mandate contained in that act before the entry into force.

The United States health system reform was the biggest victory of President Barack Obama in 2009 and seeks to extend health insurance coverage to the entire population. There are currently nearly 50 million people who have no such protection.

Opinion is almost a month after the 11 Federal District Court of appeals invalidated the mandate in a lawsuit initiated by 26 States, and more than two months after the Sixth District Court of appeals ruling that the law is constitutional.

With his Republican opposition and conservative groups then managed to Obama to remove some crucial aspects of the initiative – the most comprehensive reform of the system of health care in half a century – and after that Congress approve a reform, conservatives initiated lawsuits in courts to cancel.

The main argument for conservatives is that the Federal Government has no constitutional authority to force individuals to purchase health insurance, and the States to compel residents to acquire it.

The process in the courts will continue in the coming months and is likely the dispute to the Supreme Court of justice the year next.

The flaw in Richmond today annulled the ruling of a federal judge had declared unconstitutional the law on health care, reform and is the second opinion by a Federal Appeals Court that gives a blow to the conservatives.

Ecuador and Peru reinforce cooperation in fight against the foot and on the border

Quito, 8 sep (EFE).-the Governments of Ecuador and Peru will strengthen cooperation in the fight against the foot and mouth disease, which affects cattle, in the common border area reported today the Executive Director of the Agency of the Ecuadorian agricultural health (Agrocalidad), María Isabel Jiménez.

Both Governments undertook to make progress in the implementation of a plan of bilateral action against the bovine disease, which was assessed at a meeting between health authorities of both parties made this week in the Ecuadorian city of Machala, drew Jiménez Efe.

In this event, added the Director, also attended by representatives of the Pan American Center for foot and mouth (Panaftosa), the Pan American Health Organization and the Office in Quito of the United Nations Organization and Agriculture (FAO).

Jimenez stressed the collaboration of the national service for agricultural health (Senasa) of Peru, whose director, Oscar Dominguez, reported that his country is very close to eradicate this disease in its territory.

He also explained that the commitments include the elaboration of studies cadastre of real estate assets where there are herds of cattle in the border area of the two countries, as well as continue with vaccination programmes and improve procedures for immunization.

Jiménez highlighted the plans of education and training to farmers in border and other joint actions to isolate the virus in the event that appear cases of the disease.

He also said that Panaftosa and Ecuador of the FAO Office committed to finding funding to strengthen and accelerate the plan of action in Ecuador.

The Ecuadorian authority pointed out that next December shall be another meeting to evaluate the progress of the actions agreed between the two parties.

On the other hand, Jiménez pointed out that in the case of Ecuador, pace move forward joint strategies with Peru in the common border will also be itself in the area bordering with Colombia.

In the coming weeks, said meetings with the Colombian health authorities should be made, in order to strengthen actions joint against the foot-and-on the border.
