5 We believe that citizens and professionals have the social duty and ethics to ensure the proper use of the services, but also have a moral obligation to denounce the deterioration of one of the basic pillars of our welfare system. For this reason we urge both to be vigilant and denounce the deterioration or decline in quality of our system and in this regard, the Forum wants to contribute to this by launching an Observatory doctor of attention primary, which will alert cases in which the different CC.
