The Government has approved this Council of Ministers Friday criteria for distribution of the Fund’s assets confiscated by illicit trafficking of drugs and other related offences for 2012, which will be devoted to preventing the problems generated by new substances; care and socio-labour insertion of the persons concerned and to improve the systems of the State security bodies and forces.

Also, this money will be earmarked for programmes for the prevention of communicable diseases associated with injecting drug use; health care initiatives addressed to children affected or at risk and courses of training and retraining of professionals, volunteers and social mediators in prevention, assistance and socio-labour insertion of people drug addicts.

According to the law 17/2003 of 29 may, which regulates this Fund, the proceeds of disposition of property confiscated by illicit drug trafficking and other related crimes is intended to intensify the actions carried out in the areas of control of drug supply and demand reduction, as well as international cooperation in these matters.

This Fund is managed by the Coordination Bureau, awards, consisting of representatives of the ministries of health, social services and equality, finance and public administration, justice and Home Affairs. The Government delegate for the National Plan on drugs, Francisco de Asís Babín, presides over this table.

In 2011, this Fund distributed 32 million euros, of which nearly 70 per cent went to programs aimed at reducing the demand for drugs, while the remaining 30 per cent funded activities to reduce the supply.

Most of the annual appropriation of this fund dedicated to programmes to reduce the demand for drugs, is distributed among the autonomous communities, local corporations and NGOs that develop interventions in this area.
