The Government of Aragon, through the Department of health, Social Welfare and family, has created a working group together with the College of physicians and the College of nursing to begin development of the law of rights and guarantees of the dignity of the individual in the process of death.

The Counselor of health, Social Welfare and family of Aragon, Ricardo Oliván, has explained that, “once established the law we need, as administration, develop it and apply it in collaboration with stakeholders”.

The Department of health has explained in a press release that among the “key” content that is going to work is the “ideal of dignified death” in the right of patients to receive care palliative integrals of high quality. “This concept is directed to respect the autonomy of the patient and to humanize the process of dying,” have pointed out the sources.

Also, the Working Group has as one of its objectives the development of a protocol to facilitate those in terminal situation wishing freely “the possibility of entering the death without suffering, in peace, as an expression of respect for the dignity of the human being”.

Will also work with special attention to the role of health centres to facilitate the family accompaniment and ensure adequate assistance, including the treatment of pain, advice, quality hospice care and support and emotional support to the family of the person in terminal situation.

In the existing legislation “is already the Declaration of advanced care directives, where the person, conscious and freely expresses written options and instructions that must be respected to receive health care and the destination of the body or its organs and tissues”.

In addition, the Department of health, Social Welfare and family works in the regulation of healthcare ethics committees and in the creation of the Bioethics Committee of Aragon and Thursday met for the sixth time since January the Group of experts established to elaborate the proposal of Decree.

Participation was “fundamental” for the elaboration of the draft text and that this expert group has different professional and social profiles such as representatives of the Ethics Committee and research of Aragon and Spain Bioethics Committee, the regional coordinator of transplants of organs and tissues, doctors and nurses.

In addition, participating professionals in palliative care, primary care, geriatrics, home care support teams, managers of other institutions health care, representatives of the University of Zaragoza, an expert on public health law, a sociologist, a teólogo-humanista and a citizen represented through the patients Forum.

The completion of the draft decree is scheduled during in the first half of 2012, just as the beginning of the administrative procedure which includes the processing of audience to the Aragon Government departments, professional bodies, Council of Aragon, unions, employers, associations and citizens health.

Sending to the Council of Government, and after its adoption, the publication in the official bulletin of Aragón (BOA) will be held during the second half of the year.
