-To date, HIV and AIDS in the Valencian Community institutions have not claimed amounts owed by the Conselleria de Salut by services and care provided to people with HIV

Spain, November of 2011- the Director-General of research and public health of the Valencian Community, Manuel EscolanoIt has been transferred to the Coordinator of partnerships to combat HIV and AIDS in the Valencian Community (CALCSICOVA) assurance and commitment to solve the problem of liquidity that face organizations of HIV and AIDS in the community. This it was confirmed during the meeting with representatives from CALCSICOVA on 15 November with the aim of finding a solution to the situation facing the collective organizations of HIV and AIDS in this community. This meeting was in addition to the document prepared by CALCSICOVA, needs and proposals on HIV and AIDS ” which explained the Director General of public health, will be a working paper of the own Directorate-General for public health.

In addition to the commitment of the immediate payment of the debts owed to the associations, the Director General of public health of the Valencian Community has also taken the commitment to develop a roadmap together with CALCSICOVA to establish the priority guidelines for action in the field of HIV and AIDS policies by the year 2012as well as the commitment to seek payment formulas tailored to the needs of partners in the implementation of programmes of care, prevention and awareness, and improving the coordination of the social institutions with the General Directorate of research and public health.

Carlos Manuel Gomez, President of the Coordinating Committee, assesses positively the meeting and added that are confident that the commitments are met when it comes to the survival of a large part of the Valencian social fabric in the field of HIV and AIDS and, therefore, care and prevention for people living with HIV in our community ”. To date HIV / AIDS in the Valencian Community institutions have not claimed amounts owed by the Conselleria de Salut services and care provided to people with HIV, as well as prevention of 2009, 2010 and 2011 programs. However, associations have not stopped providing its services to people in situations of social exclusion and develop actions for awareness and prevention of HIV and AIDS in the population and the most vulnerable groups.

For CALCSICOVA, the delay in payment by the Ministry of health, it lead to these institutions to immediate closure, debiting the majority of these payroll from workers, suppliers and other obligations of the last six months bills. For this reason, and taking advantage of the meeting with the Director General of public health of the Valencian Community, representatives of CALCSICOVA moved its concern to the disappearance of budget allocations for the care and prevention in the field of HIV and AIDS by 2012, with the uncertainty of the continuity of these services, just in time that contrasted rises in the transmission of HIV in certain groups.
